I don't think she did anything "wrong" per se, but I think she was very eager to be a part of it in ways that, later, came off less objective, if that follows. I think the report stands on its own as a relatively unbiased and thorough write-up, aside from whether or not I think she was involved for the "right" reasons.
But you make an excellent point regarding her past and her more recent thoughts on TB. I'd give a lot to ask her about it directly, honestly.
